GLOBAL / OPEN TENDER NOTICE No: 01

Tender Notice No               :               DIAT/MMG/2013-14/01

1.             The Vice Chancellor, Defence Institute of Advanced Technology,(DIAT) (Deemed University) Girinagar, Pune - 411 025  invites tender from original manufacturer(s) / accredited supplier(s), for the following items :-

2.             For Items Srl No. 1 to 17 the bids are to be submitted in Two-Bid System i.e. Techno-Commercial Bid and Price Bid in two separate sealed envelops distinctly marked accordingly and sealed inside a single envelope, which should be duly super scribed with tender reference No, due date and due time. Two bids i.e. Techno-Commercial Bid and Price Bid should be identical in all respects except that the Techno-Commercial Bid should have blank space at the places where prices have been stated in the Price Bid.  Bids not received accordingly will not be accepted.

3.             Details of Tender Schedule:-

Quotation should be valid for a period of 120 days from the date of opening.

4.  Purchase of Tenders:

(a) For Indian Vendors : The tender document containing detailed specifications / drawings (if applicable) of the items with terms & conditions can be obtained by the original equipment manufacturer / accredited suppliers from The Vice Chancellor, DIAT(DU),Pune-25 on any working day on payment of Rs. 500/- (For items Srl. No. 1, 2, 3, 4, 8, 9, 11, 12 & 15) and Rs 100/- (For items Srl. No. 5, 6, 7, 10, 13, 14, 16 & 17) in the form of Demand Draft (or remitting Demand Draft of Rs. 550/150 by post) in favour of the Defence Institute of Advanced Technology,(DIAT) (Deemed University) Girinagar, Pune - 411 025   payable at  Pune. Tender document fee is exempted for vendors registered with DRDO Lab / Estt. only.

(b)  For Foreign vendors : Foreign vendors may get the tender documents for items Srl. No. 1 to 12 by paying amount equivalent to Rs. 550/- in (Euro/GBP/US$) by DD in favor of DIAT (DU) payable at Pune-25.  Accredited representatives of foreign bidders are also permitted to obtain the tender documents on behalf of the foreign principal on production of written request.

(c)  Tender documents for items Srl. No. 1 to 12 can also be collected from the High Commission / Embassy of India in London, UK and Washington, USA.

(d)  Tender documents can also be downloaded from the DIAT website www.diat.ac.in and DRDO website: www.drdo.org. The firms quoting on the basis of downloaded form from DRDO/DIAT web site should submit the tender fee along with Technical Bid. Earnest Money Deposit (EMD) should be submitted along with the Price Bid and certificate to that effect should be enclosed with Technical Bid.

(e)  Tender documents are not transferable and cost of tender document is not refundable.

5.   The Earnest Money Deposit (EMD) in the form of Bank Draft / Pay Order in favor of  DIAT(DU), Pune is required to be submitted by the Indian Bidders other than those registered with DGS&D, any Govt. Deptt or any Lab/Estt of DRDO and Foreign Bidders along with their quotation. If a bidder withdraws or derogates from the tender in any respect within the period of validity of the tender then EMD will be forfeited. Bidders registered with any of the above organizations must submit the proof of registration to avail exemption from EMD and Tender-fee. Draft / Pay order for EMD should be enclosed with the Price Bid. Foreign bidders making proposal should ensure availability of the export license as per their Govt. regulation for their export to India.

6.  Credentials / Pre qualification Criteria (PQ): The Pre qualification / Post Qualification of bidders would be made based upon their capability, resources, capacity and experience. The bidders would be required to submit documentary evidence in support of the above criteria along with their Techno-Commercial bid.

7.   Indian Firm(s) should quote in Indian Rupees only on FOR destination basis. Custom Duty / Excise Duty excluded price should be quoted as necessary exemption certificates, if applicable, will be provided. Taxes and other levies, if any, should be indicated separately. All relevant information except price should be available in the Techno-Commercial bid. Detailed Technical Literature / Data should also be enclosed with the Techno-Commercial Bid for speedy processing.

8.  Payment for Supply Order released against Foreign Exchange for Items Srl No. 1 to 12 will be made through Irrevocable Letter of Credit / Sight-Draft, all banking charges outside India will have to be borne by the Supplier. Performance Bank Guarantee of 10% of the Order value valid for full Warranty Period will have to be provided by the Supplier.

9.  Earnest Money Deposit (EMD) in the form of Bank Draft / Pay Order in favor of DIAT (DU), Pune is required to be submitted with the Price Bid.  The sealed envelopes should be dropped in the Tender Box kept at the Main Gate, Security Office, DIAT (DU), Pune-25.  Those vendors registered with DIAT / Govt. Deptt. / DRDO Labs / Estt & DGS&D are exempted from paying the EMD for which the copy of valid registration certificate should be attached with the Techno Commercial bid.  The sealed offers shall be submitted on or before the due date of submission as indicated above.   The Vice Chancellor, DIAT (DU), Pune shall have no responsibility for delay or non-receipt of tender documents sent by the post. Offers received late, conditional offer, and incomplete offers will be summarily rejected.

10. The Vice Chancellor, DIAT, Deemed University, Pune is not bound to accept the lowest or any other tenders and reserve to himself the right to waive off any formalities thereof or reject any or all the tenders received without assigning any reason thereof.
